History

Origin and Foundation of Patna State

The foundation of Patna State (modern-day Balangir district in Odisha) represents a significant chapter in the medieval history of Eastern India. According to historical records and local chronicles, the state was founded around 1360 CE (some sources date it to 1324 CE) by Raja Ramai Deo, a Chauhan Rajput prince. Ramai Deo was the son of Raja Vishaldev (also known as Hammir Deo) of Mainpuri, Uttar Pradesh. Following the fall of Delhi and subsequent Muslim invasions in northern India, the Chauhan clan dispersed. Queen Ashadevi, who was pregnant, fled Mainpuri and took refuge in Patnagarh under the protection of a local Brahmin named Chakradhar Panigrahi.

At that time, the region of Patnagarh was ruled by an oligarchy known as the Ashta Malliks (eight local chiefs). As Ramai Deo grew up, he displayed exceptional leadership, military prowess, and administrative intelligence. Recognizing the instability and internal conflicts among the local chiefs, Ramai Deo systematically consolidated power, overthrew the Ashta Malliks, and established the sovereign Chauhan dynasty of Patna. To legitimize his rule and gain the support of the local populace, he patronized local deities and married into regional ruling families, effectively blending northern Rajput tradition with the socio-religious fabric of western Odisha. The Golden Age and regional Hegemony (Athara Garhjat)

Under the early Chauhan rulers, Patna State expanded rapidly, establishing its dominance over the surrounding territories. It became the head of the Athara Garhjat (the Eighteen Feudatory States) of South Kosala/Western Odisha. The rulers of Patna maintained a formidable military and built several strategic forts (Garhs) to secure their borders.

During the reign of Narasimha Deva (the 12th ruler of Patna), his younger brother Balaram Deva established a separate principality at Sambalpur in the mid-16th century. Although Sambalpur eventually surpassed Patna in political and economic power, Patna State always retained its prestigious ritual supremacy and historical seniority among the Chauhan states of Odisha. The rulers of Patna were highly regarded for their patronage of art, literature, and temple architecture, including the construction of the famous Patneswari and Samaleswari temples.

Mughal, Maratha, and British Periods

Throughout its long history, Patna State navigated various external pressures:

  • The Mughal Period: Due to its dense forest cover, hilly terrain, and isolation, Patna State managed to maintain a high degree of autonomy. While they acknowledged the nominal suzerainty of the Mughal emperors during the reigns of Akbar and Jahangir, the rulers of Patna rarely faced direct Mughal administrative interference and instead paid periodic tributes.
  • The Maratha Period: In the mid-18th century, the Bhonsles of Nagpur expanded their empire eastward. Patna, along with other Garhjat states, fell under Maratha dominance. This period was marked by heavy taxation, frequent military raids, and economic distress, which severely weakened the state's treasury and administration.
  • The British Period: Following the Maratha defeat in the Second Anglo-Maratha War, Patna came under British protection in 1803 under the Treaty of Deogaon. The British formally recognized Patna as a Feudatory State. Initially placed under the Central Provinces, the state was transferred to the Orissa Division of the Bengal Presidency in 1905, and later to the Bihar and Orissa Province in 1912. The British administration brought modern bureaucratic systems, surveyed land holdings, and established judicial courts, while leaving internal administration largely in the hands of the Maharajas.

Key Reformers and Modernizing Rulers

Patna State was fortunate to be guided by several forward-thinking rulers who transitioned the state from a medieval principality into a progressive modern state:

  • Maharaja Prithwiraj Deo (reigned 1895–1910): He was instrumental in establishing modern judicial systems, primary schools, and introducing systematic land revenue reforms that protected local farmers from exploitation.
  • Maharaja Rajendra Narayan Singh Deo (reigned 1933–1947): Widely regarded as the architect of modern Balangir, he was one of the most enlightened rulers of his era. He established Rajendra College (the first higher education institution in Western Odisha), built well-planned roads, hospitals, and introduced electricity and clean drinking water systems in the capital city of Balangir. Post-Independence and the Modern Era

With the dawn of Indian independence, the era of princely states drew to a close. On December 14, 1947, Maharaja Rajendra Narayan Singh Deo signed the Instrument of Accession, merging Patna State with the Dominion of India. The merger officially took effect on January 1, 1948.

In the post-independence era, the territories of the former Patna State were merged with the neighboring Sonepur State to form the Balangir District of Odisha. Maharaja Rajendra Narayan Singh Deo successfully transitioned from a royal ruler to a democratic leader. He entered active politics, founded the Ganatantra Parishad party, and went on to serve as the Chief Minister of Odisha from 1967 to 1971.
