History

Origin and Foundation

The history of the Icha Zamindari is intricately linked with the geopolitical expansions of the princely state of Seraikella and the Rathore Rajput lineage of Singhbhum. The estate was established in 1803 when Kunwar Damodar Singh, the second son of Raja Abhiram Singh of Seraikella, was granted the territory of Icha Pir as a Kharposh (maintenance) grant.

Prior to its establishment, the territory of Icha was a constituent part of the Kuchung region, which was under the administrative control of the Bhanj rulers of the Mayurbhanj State. During the late 18th century, Raja Abhiram Singh of Seraikella successfully annexed Kuchung, integrating it into his domain. To secure this newly conquered frontier and provide livelihood for his younger son, Raja Abhiram Singh carved out the Icha Pir and bestowed it upon Kunwar Damodar Singh. Along with this grant, the title of 'Pir-Pati-Dar' was conferred upon him, vesting him with extensive revenue-collection and administrative powers over the local villages.

Lineage and the Rathore Connection

The ruling family of Icha belongs to the Rathore clan of Rajputs, tracing their descent from the royal house of Marwar (Jodhpur). The ancestors of the family had migrated eastward, establishing the sovereign state of Porahat in the Singhbhum region. In the early 17th century, a junior branch of the Porahat royal family carved out the state of Seraikella. Consequently, the holders of the Icha Zamindari represented a prestigious junior lineage of the Seraikella ruling family, maintaining close socio-political and ceremonial ties with the parent state.

The British Period and Land Administration

During the British Raj, the Singhbhum region, including the vassal estates of Seraikella, underwent significant administrative and agrarian transformations. The Pir-Pati-Dar of Icha functioned as an intermediary landlord under the suzerainty of the Raja of Seraikella, who in turn had treaty relations with the British East India Company and, later, the British Crown.

The administration of Icha was subject to the regional land revenue settlements of the Kolhan division. The local peasantry, consisting largely of tribal communities such as the Hos and Santhals, coexisted under the revenue framework administered by the Icha Durbar. The rulers of Icha played a crucial role in maintaining local law and order, assisting the state of Seraikella and British political agents in suppressing regional disturbances and organizing forest and land settlements. For detailed historical records on the administrative landscape of this region during the colonial era, historians often refer to the Bengal District Gazetteers: Singhbhum, Saraikela and Kharsawan.

Post-Independence and Modern Era

With the dawn of Indian independence in 1947, the political landscape of the princely states changed rapidly. In May 1948, the ruler of Seraikella signed the Instrument of Accession, merging the state into the Dominion of India. Consequently, the vassal estates and Kharposh grants, including the Icha Zamindari, were formally integrated into the Singhbhum district of Bihar (now in present-day Jharkhand).

Following the passage of the Bihar Land Reforms Act of 1950, the proprietary and revenue rights of the Zamindars and Pir-Pati-Dars were abolished, and the agricultural lands were vested directly in the state government. Today, Icha is geographically situated within the Seraikela Kharsawan district of Jharkhand. Though their formal administrative powers have long ceased, the descendants of the Icha Rathore dynasty continue to preserve their ancestral traditions, royal heritage, and local cultural patronage in the region.
